واکاوی غلبه نظام سیاسی بر نقش فرد در سیاست خارجی آمریکا در قبال مناقشه فلسطین (مطالعه موردی ریاست جمهوری بوش، اوباما، ترامپ و بایدن)

چکیده

طی حدود دو دهه گذشته و با وجود تغییرات حزبی در قوه مجریه ایالات‌متحده بین دموکراتها و جمهوریخواهان شاهد نوعی اصول و مبانی در سیاست خارجی آمریکا در قبال مناقشه رژیم صهیونیستی – فلسطینی بوده‌ایم. سوال مقاله حاضر این است که آیا تغییر دولت‌های ایالات‌متحده سبب تغییر در سیاست خارجی آن در قبال مناقشه فلسطین- رژیم صهیونیستی می شود؟ یافته‌های این پژوهش نشان می‌دهد که با تغییر دولت‌ها در ایالات‌متحده، در ابتدا شاهد نقش بیشتر رئیس‌جمهور در مناقشه فلسطین- رژیم صهیونیستی هستیم، اما به تدریج نظام سیاسی ایالات متحده بر نقش رئیس‌جمهور غلبه پیدا می‌کند و سیاست خارجی آمریکا طبق روال گذشته ادامه می‌یابد به طوری که نهادهای حکومتی پشتیبانی همه‌جانبه از رژیم صهیونیستی را دستورکار خود قرار می‌دهند و با اعطای کمک‌های گوناگون روند صلح در خاورمیانه را مشکل‌تر می‌سازند. همچنین این نهادها در راستای مشروعیت‌سازی برای رژیم صهیونیستی، روند عادی‌سازی روابط این رژیم با کشورهای عربی را با جدیت تمام پیگیری کرده‌اند. این پژوهش براساس روش کیفی مطالعه اسناد و متون منتشر شده از سوی دولت‌ها، سازمان‌های بین‌المللی، آژانس‌های تخصصی ملل متحد و اندیشکده‌ها انجام شده است.
