ثبات استراتژیک یکی از مسائل اساسی سیستم بینالملل در وضعیت پیچیده میباشد که با توجه به تحولات در عناصر سیستمی با مفاهیم، پیش شرطها و قواعد متفاوتی مواجه شده است. بعلاوه تحولات در عناصر سیستمی راهبردهای بازیگران برای دستیابی به ثبات را به شدت متاثر کرده است. بر این اساس مسئله پژوهش پیرامون تاثیرات تحولات محیطی بر بنیانهای نظری و مفهومی ثبات استراتژیک و اثرپذیری راهبردهای بازیگران از این تحولات در جهان متغیر پیچیده میباشد. در پاسخ به مسئله پژوهش این فرضیه طرح میشود که در جهان متغیر پیچیده، سیستم راهبردی بازیگران ضمن تمرکز بر اصل تغییر، مبتنی بر اصول حفظ ثبات با درجات پایین درگیری و تنش میباشد و برای دستیابی به این هدف از تمامی ابزارهای صلح آمیز تا قهرآمیز بهره برده میشود. یافتههای پژوهش با تمرکز بر مدل آبشاری و با رویکرد توصیفی- تحلیلی و روش کیفی بیانگر پویایی ثبات، افزایش احتمالات درگیریهای متعارف محدود، وجود جنگهای نیابتی، پایین بودن احتمالات درگیریهای نامتعارف، جلوگیری از شدتیابی تعارضات در وضعیت پیچیده درشرایط حاکمیت ثبات استراتژیک بین بازیگران میباشد.
