In the qualitative part, first, relying on the research literature in the field of counterproductive behaviors and the role of e-government in reducing them in universities, as well as the opinions of experts and experts collected through interviews, a set of indicators related to the counterproductive behaviors of employees were identified and collected. In the next step, using a questionnaire and the Delphi technique, the variables of the aforementioned model were identified and screened in two rounds. Then, using the opinions of experts and relying on the research literature, the proposed research model was presented. In the quantitative part, the statistical population for testing the model is 107 employees of Islamic Azad University. In the data analysis section, the partial least squares technique was used in the Smart PLS software to measure the validity and reliability of the model (for the reliability test, the combined, convergent, and Cronbach's alpha reliability tests were used, and for the validity test, the diagnostic and construct validity tools (confirmatory factor analysis) were used), and to fit the proposed model and determine the priority of their effectiveness, and finally, practical suggestions were presented.
