An Examination of the Cultural-political Threats of the 2030 Development Document to the Islamic Republic of Iran from the Perspective of the rules of Negation of the Mustache and Gharar

Abstract

The 2030 Development Document, with the goals of sustainable development, attempts to implement global standards in areas such as education, gender equality, health, and the environment in countries. The implementation of such a document in the Islamic Republic of Iran, which is based on Islamic political and jurisprudential foundations, will face serious challenges, and examining this issue is of great importance and necessity. Accordingly, the aim of the present study is to examine the legal-political threats of the 2023 Development Document to the Islamic Republic of Iran. The main question of the study is: “From what perspective can the most important threats of the 2030 Development Document to the Islamic Republic of Iran be examined?” The research hypothesis emphasizes this issue, which seems to be that the aforementioned document, from the perspective of the rules of negation of the mustache and negation of the gharar, poses potential threats to the Islamic Republic of Iran. The findings of the research, using a descriptive-analytical method and using library documents and resources, showed that the provisions of the 2030 Document, in cases such as gender equality and comprehensive sexual education, are in conflict with the Islamic and cultural values of Iran. From a cultural perspective, this document, by emphasizing concepts such as sexual freedom and cultural assimilation, can weaken the religious and cultural identity of the Islamic society. From a political perspective, the 2030 Document also conflicts with the principles of the Constitution of the Islamic Republic of Iran, such as the prohibition of foreign domination (Article 153), independence in foreign policy (Article 152), and the need for laws to conform to Islamic standards (Principle 4).
