Assessing the Islamic Republic of Iran Foreign Policy Strategy in Shanghai Cooperation Organization

Abstract

The Islamic Republic of Iran membership in Shanghai Cooperation Organization (SCO) is the first appearance in an international body apart from the United Nations. Therefore, it is considered a turning point in Iranian foreign policy. Studying on various dimensions of this membership, as well as evaluating presence of Iran as a goal in its foreign relations and extent of achieving goals, should be considered in a scientific agenda of political science and international relations researchers.
In this article, using analytical, qualitative research methods and documentary studies within the theoretical framework of institutionalism, the study of the Shanghai Cooperation Organization and then within the conceptual framework of multilateralism seeks to answer the question of what strategy Iran is pursuing in its policy towards the Shanghai Cooperation Organization?
Based on the findings, it seems that IRAN presence in the Shanghai Cooperation Organization has become a goal in the foreign policy and is referred to as an achievement. Although Iran's official presence in the SCO is considered a political achievement in defeating the strategy of isolating Iran, the Shanghai Organization has other important dimensions in the political, economic, and security fields that must be exploited with strategic and active diplomacy. Paying attention to multilateral diplomacy and collective interests is one of the most important strategies that must be on Iran's agenda. Otherwise, it is possible that the presence in international organizations and being within their frameworks will work against Iran's policies
