Behavioral Policy Tools in Cyberspace Governance of the Islamic Republic of Iran؛ Typology, Analytical Framework, and Applied Insights

Abstract

With the rapid expansion of cyberspace and its pervasive influence across social, economic, and political spheres, novel governance challenges have emerged, necessitating the use of more intelligent and efficient policy instruments. This study focuses on behavioral policy Instruments ,including nudges, incentives, social norm interventions, and choice architecture, identifying, analyzing, and classifying them within the governance of cyberspace in the Islamic Republic of Iran. Adopting a qualitative meta-study approach that integrates a systematic review of domestic and international literature, conceptual analysis, and qualitative synthesis, the research develops three primary typologies: Cognitive, Motivational, and Socio-environmental tools; Behavioral Change Levers; and the Cyberspace Intervention Cycle. In addition, it introduces the five-sphere model: comprising mechanisms of influence, actor motivations, policy outcomes, dynamic interactions, and local contexts—supplemented with quantitative and qualitative indicators, providing an integrated analytical and intervention framework. The findings highlight the imperative of cultural and ethical localization in intervention design and recommend the institutionalization of a “behavioral annex” in national cyberspace policies. Future work is suggested to empirically test the model on digital platforms to assess its effectiveness in real-world contexts.
